John Perella received a call Friday afternoon from Clayton Bricklemyer, attorney for the Dickey Group at 3:20 PM (Friday before a holiday weekend). Mr. Bricklemyer informed John Perella that they were going to delay the hearing for MM 19-1169 due to an issue they have with the required traffic study results; not enough space for sidewalks along Executive Dr. that are being requested by Staff, therefore they need a variance in addition to the zoning major modification.

John was unable to contact anyone at the County to confirm the hearing has in fact been delayed and nothing is posted on the Optix site.

That said, John will get confirmation from the County as early as possible on Tuesday (offices closed Monday). In the meantime, speakers please be prepared to speak on the 21st, and everyone else please be prepared to come to the meeting. MM 19-1169

After many delays, the public hearing for the 13856 N Dale Mabry property rezoning is scheduled for Tuesday January 21st. Based on recent documents submitted to Hillsborough County by the developer, we believe the meeting will occur this time. The public hearing will be held at 6 p.m. at the County Center, 601 E. Kennedy Blvd, 2nd floor.

The owner of the MedExpress property at 13856 North Dale Mabry Hwy is proposing to construct two new buildings on the property. Currently the plans call for a “fast casual” restaurant and a new MedExpress building more than twice the size of the current building. The purpose of the public hearing is to change the site’s current zoning (from business/professional office to commercial general), which will allow for these high-intensity commercial uses and will allow construction within the wetland area.

To accommodate this project, a portion of the adjacent wetlands – one of the few remaining natural, old-growth forest spaces along North Dale Mabry – will be destroyed. This will result in the loss of centuries-old cypress trees and the elimination of precious wildlife habitat in our area. These wetlands also provide much needed drainage to the area. Reducing the size of the wetlands may increase flooding in the nearby neighborhoods and decrease water quality. In addition to harming the environment, approval of the proposed project will adversely affect the quality of life for residents in the area as a result of: (i) excessive noise, odors and light during the extended hours of operation of high-intensity commercial businesses, (ii) significantly increased traffic along Carrollwood Village Run and Executive Center Drive, (iii) negative health and safety impacts and (iv) reduced property values.
As you may know, several Carrollwood Village residents and our Phase 1 HOA are opposed to the proposed project and have submitted letters to that effect to Hillsborough County Development Services. Opposition to the proposed development can be summarized in two main points:

1. Expansion of the MedExpress and the addition of a new commercial building along Dale Mabry is entirely unnecessary. There is an abundance of available commercial space along Dale Mabry in the close vicinity, that would be better suited for the proposed uses. Therefore, it is grossly wasteful to destroy a centuries-old wetland when the development is not needed. These wetland areas should be protected, not destroyed to build something that is completely unnecessary.

2. Changing the zoning of the property to commercial general is entirely counter to the original intent of the Hayward Place planned development which was originally zoned for low-intensity uses that would not impose on the adjacent neighborhood. The addition of high-intensity commercial businesses will adversely affect the Hayward Place neighborhood and Carrollwood Village as a whole. Further, changing the zoning to commercial general, opens a virtual Pandora’s Box of possible bad outcomes.

During the upcoming public hearing, it is critical to have a large turnout of Villagers and neighbors to show support for saving our wetlands and opposing this unnecessary proposal which will adversely affect the quality of life in Carrollwood Village. As stated initially, the public hearing is scheduled for Tuesday January 21st at 6 p.m. at the County Center, 601 E. Kennedy Blvd, 2nd floor. We ask that if you are planning to attend the public hearing, that you please wear a red shirt/top as a sign of solidarity.

Previous Announcement November 18, 2019

As you are aware there is a request to re-zone the wetlands just north of Bonefish Grill for a fast food drive-thru restaurant and an expanded MedExpress facility. These wetlands border Hayward Place and are the buffer for Greenfield Mid-rises. The re-zoning is in the final stages with the zoning hearing scheduled for December 16, 2019, 6PM at the County Center, 601 E. Kennedy Blvd. For a more detailed explanation of what is being requested please see the October and November issues of the Carrollwood Village Voice which can be viewed at Carrollwoodvillage.com under News on the Resources tab.

One of the county requirements is a developer held public “open house” prior to the hearing. Only a few residents received the notice posted on their door. Since this change will impact all Villagers and our neighbors here is the invitation. Hopefully you will stop by if you would like to question the developer and their attorneys about the project.

Dear Property Owner:

Mr. Jason Dickey, Property Owner, and his development partners at Clover Investment Properties, are hosting a community information meeting regarding their proposed development in the Carrollwood Area. The property is located at 13856 N. Dale Mabry Highway, Tampa, FL and is currently occupied by MedExpress.

The meeting will be held on Thursday, November 21st at 6:30 p.m. at the Carrollwood Cultural Center at 4537 Lowell Rd, Tampa, FL 33618. The meeting will be conducted as an “open house” format, so please come anytime between 6:30 and 7:30 p.m., as your schedule permits.

This meeting is being held to provide you with an opportunity to hear about the proposal and ask questions. We hope you can attend!
